International can order them but they want 26 per bolt which is just insane. Some dealers around the US have the Ford bolt for 16 or so but usually only one or two on hand.
Based on what I'm seeing elsewhere I doubt it. There's one place that might have the Crower rods but I can't justify two grand on rods for a mild HP application.
One International tech I spoke with said that, per their manual, there's no indication that they are "torque to yield" or need replacement assuming they are in good condition. I have a line out to another tech who'll get back to me next week.

I don't think that bolt stretching can be measured.
Unless they have been stretched to braking point.
If you're referring to measuring a bolt that is been removed and being measured, I think you may be correct. I do know that ARPmakes a device that you would indeed measure rod bolt stretch when torqueing them down.
