Strange. Very strange. Even leaving the meter on resistance doesn't explain it.
Gary, looking back, I'm not sure he checked that correctly. As you stated, why no 5 dc volts? And I never got confirmation that there is continuity on pin 48.
I actually got rid of the connector and replaced it. It appears to be a good, solid ground.
So, if I wanted to check it for continuity, I would disconnect it from the battery, use the paper clip method and put that into the correct slot in the ECM connector, put the positive lead at the other end and ground the negative lead, Correct?

And I need you to check pin 48 & 46 again.
Disconnect the Pos. Batt. terminal in this case, leave the Neg. Batt. Terminal connected.

If you get a "1" on pin 48, that means you don't have connectivity from the STI connector and the ECA Connector, and that may be why you are missing +5 vdc at the STI self-test connector.
(Is your STI connector Gray?)

That meter should have a fairly high-impedance input, and should not cause any load on the circuits. Ought to be good for this testing. However, Actron doesn't give the input impedance, which tells me something about Actron.
