My ICP had some oil in it so I changed it. My new one has the same amount of oil in it now. My old one is loaned out to someone with a "real" bad ICP and he's been running it for months.
Skip the ICP part and tow your truck to a shop who will fix it for a reasonable price in a timely manner. We'll help you find a reasonable tow truck company if needed.
well Thats strange they pressur tested the oil system and its the but the first place you can hook a pressure gauge up is the HP oil resivor, at least on the international front cover maybe ford changed it up but in that way very unlikely. The only way to confirm it is the oil pump is to pull it and look at it. But if they did do what they said and you checked the pickup tube the I hope its the pump. But My money is on they have no clue and are guessing its the oil pump because they don't have the tool they were as a ford dealership required to have and are hoping you will take it apart. Yes the ICP shouldn't leak oil but that won't cause the problem you are having.

I bet you're tired of everyone telling you to get the truck out of there to another shop, too.
Things like this are exactly why none of my trucks have ever been back to any shop since I had issues 2 months after the warranty expired on my Black truck. Then again I've been self-employed for a long time and make time to fix my truck when needed.
I understand your predicamant but I'm not sure what else can be done.
Either give them freedom to throw money at it in hopes of fixing it, or pay the towing to another shop (Ooops, I didn't mean to say that again...)

I really lean towards the bypass due to the issue started after the inj r&r and was sudden.
This with the thought of the oil was changed at the time of the r&r.
Over filling the CC with 2 to 3 qts of oil could rule out a pickup issue.
The term used, it has a weak lpop. What was the cranking pressure of the lpop?
Does it still start if hpop is filled?

Every other shop in the area that I got a quote from was the same price and wouldn't give me a military discount on parts.

Oil was changed, could be the bypass as I had to change out my oil cooler o-rings a few months ago.
I concur with the oil in the ICP.
Mine has oil in it, So i pulled the plug out. cleaned it with electronic cleaner, let it dry, and plugged it back in.
With no oil in the HPOP, they cannot tell if the ICP is bad.
Nor do they probably have a 7.3 tech at the place.
Part of wanting to be a mechanic is the lame problem of testing and retesting of parts with scanners and meters. Most of which us will never have the luxury of having. Like a 130 dollar clamp over amp meter. Just out of our price range.
It applies to fixing anything though, you test and check, review, and check again.
You don't just start swapping in parts, unless you have the parts laying around.
I'm surprised there isn't a military shop that will do the work for you.
Most military vehicles are diesel. Somebody there is going to know.
Yeah, most military vehicles we have are old GM 6.5's in the HMWWV's and the big Osh Kosh 7 tons.
Our Motor Transport guys aren't the sharpest donut in the box either, and our command doesn't allow privately owned vehicles to be worked on in our shops.
I talked to those guys and they quoted me the same price as the dealer did, plus talking to a guy who has lived here in the area for a long time who told me that they send a lot of their powerstroke repairs over to the dealer I have it at now for things they can't fix.

Well the special tool they needed was a certain seal driver for the LPOP. They talked to a guy at another shop and he said that he always just uses a rubber mallet to drive the seal in.
So waiting for the LPOP parts to come in. And having them check the bypass up above the oil filter.
