Well, I measured the volts after taking the pigtail loose from the IPR and the hot wire was 12 plus and the return wire was 1.3volts. I seem to remember it being 0.35 with KOEO. Is there any significance to this?
I appreciate everyones help.
dang! I just read all 12 pages of this thread and I feel for ya...what a saga.
But dont give up and sell your truck.
I did and I regret it everyday...best truck I ever owned.
Im trying to get back in an OBS.
I'm an idiot! When I asked earlier about which pin the red(12 volt) wire went to in the IPR, I found a diagram and I posted it was the left pin. I hooked it up that way, and last night I looked at the diagram again, and I was wrong. Today, I'll change it and see what happens.

Why is my signal voltage going to the IPR 1.3. The red wire has 12 volts. Would this be the cause of my truck not starting now?
I ohmed the connector and the ohms with key off are greater than 5 on both pins to ground. So, why would I have 1.3 volts? Ever since I started getting the 1.3 volts my truck won't even think about firing.
Okay, I thought both pins should have a resistance of >5 ohms, so Initially I had my meter set really low. When I check the signal wire, it has a reading of 800 ohms, so I guess that is a problem.
I suggest you to make a summary of the issues you have had and what have you done, because to read 178+ posts its complicated, or send a PM to Jim (Hussler), because I think he is an expertise in electronics. JMHO.
