How will I know if the injector is spitting oil? Will I have to take one of them out?
I'll check the ICP volts tomorrow while cranking.

The oil spouts are bolted to the side of the injector. They return the oil after its used to the crankcase. You should see them spitting if the injectors fire.

Okay, I got the valve cover harnesses back on and hooked up the pigtails and with key on, turned over engine. The injectors do not spit any oil.
With the pigtail hooked up to the ICP, do I strip some of the pigtil wire back to measure the signal coming out of the ICP? And which pin or wire? Or do all of them?

With ICP pigtail plugged into ICP I stripped the red/white wire back a little and measured the voltage and it was 0.08 volts while cranking.

The dark blue wire after cranking for 10 or 15 seconds went up to 0.48 volts

Sounds like you either aren't getting oil pressure or your icp sensor is bad. I think the sensor is bad because the voltage should have been higher with key on. try un plugging the sensor and cranking. See if it spits oil. If it does then it should in theory have oil pressure and would be a bad icp.

If no then I would hook a mechanical gauge to the head and see if there is pressure.

I already unplugged the pigtail from the ICP and tried to start it several times.
