I guess I've been gone for a while. Based on what I've read so far I'm guessing it's the HPOP line on the right side did not get connected back properly. The dealers original diagnostic tests sounded like he blocked off the right side to do a pressure test, and since he left everything else unplugged my guess is he didn't really care about getting the line hooked up properly either. Find all the lines in Barry's photo and give them a gentle tug. If you can pull one and find it's disconnected it's time for a polite phone call or letter to the dealership owner to inform him of the actions of his service personnel.
If it's not a line or plug then you'll need to clean the engine up (including the valley mentioned above) refill and then look for the leak after a brief start.

sorry Chris, polite? yeah, maybe you need to hear how they respond first.. but God I hate when I pay someone to do a job, and it turns out for worst... and yes, I know we are all human. I agree, call, be polite, but, depending on their response. If it is to the negative, do the best job you can to be polite with an A$$whipping behind it.

Don't get me wrong. I'm not defending the idiot dealer in any way, shape or mean, but there's a good chance the guy (or girl) that owns the dealership doesn't know what his techs are doing. And even if he does would rather settle up than face bad press.
A calm level headed complaint that has the "I thought you should be aware of what you're employees are doing" will usually get you farther than an irate rant. Dealerships are in the sales business, and a bad reputation hurts sales. Besides you can always save the a** chewing for round 2.
Well if i get it all sorted out thanks to everyone here Im going to try and get the $300 bucks they charged to diagnois it wrong back at least.
When you go back for a talk with the service manger take a friend along. It's always nice to have your own witness to the exchange. They will certainly have their's.
I just had a thought....the ICP thing I put back on, does it seal?
I didnt tighten that cheap nut very tight.
If you are talking about the parts you posted a picture of, that is parts of the IPR and dosen't seal. The part they slide onto seals into the pump. The little cheap gold nut needs to be tight, but not overtight.

Be careful with the @ss whipping part. I did that at a Sears Automotive store once and ended up doing 30 days (weekends) in the county lock up.
But, the question is, "Was It Worth It?" does come to mind.
Well, in my mind the store manager got what he deserved but I still could have handled it better. Now I let my wife handle all dispute negotitations. I only get involved as a last resort. It's sort of funny, there's a been a couple of times when I have heard her say, "Oh you'd rather deal with me and not him on this, trust me".
The IPR Center stud is the only part that requires sealing. The outer solenoid and nut are not exposed to oil. Verify you have all plugs in your HPOP and your HPOP oil lines are secured in the HPOP. Clean the engine, find your leak. Ford techs might have marred some orings on the HPOP
And todays woes are ...................
Filled it back up with oil and tryed it....no start and cant see a leak.
Checked oil in HPOP and refilled it.
Unplugged ICP.
Still no go.
Batterys sounded low so Ive got the charger on it now.
It started with ICP unplugged?
I shut it off and replugged in ICP.
It started but took alot of a cranking.
I crawled in the top with a trouble light and looked for oil leaks.
Theres oil in the valley but cant seem to find any major leak.
The oil dumps out of it in a few minutes so it has to be a major hole?
