Time to start thinking about first start and break-in procedures.
I figure fill the oil rails, HPOP res, crank for 20. Let starter cool, crank again, let cool. Start truck check for leaks let coolant burp, check oil pressure. Apply a light load to bring it up to operating temp quickly. Once warmed up run up some steep hills moderately loaded at RPMs around the engine peak torque points to increase cylinder pressures and help seat rings. Drain oil, cut open oil filter to check for metal. Check for exhaust fuel/oil/exhaust leaks. Refill and drive with a loaded bed and emphasis on peak torque region of RPM with little idle time for 500mi. Change oil and filter at 500 and drive normally after that.
Is this a good plan? There anything I'm missing?
The block is done. Heads have been held up because I needed to source guides and valves (which should arrive today). So heads and balance are left and should take 2-3 weeks last I heard.
@Dan V You've a recommendation for best technique to de-burring the bottom of the cylinders? Machinist recommended doing so. I've seen people use die grinders but getting power tools near the cylinder walls makes me nervous. Would a Noga tool be sufficient?

The bottom of the cylinder has no ring travel, so unless you slipped in a grand fashion I think you'll be fine. But a Noga tool should work, and probably what I'd go with. Get a kit that has an assortment of blades.
