Disclaimer: I'm not a Sync hacker/expert but I am a Unix sysadmin. It looks like to me a single file in the update package was not part of the current version for whatever reason, so it had to check-in, possibly download correct file, etc. Hope it doesn't reoccur.
Well. Went back out to the truck to see about the above download and there is no sign that it is now downloading. There is also no record that it tried. it says that the last update check was on 3/3/2018. The version and the build numbers remain unchanged. I guess it was an anomaly.
This is exactly what mine was doing, got in the truck this morning and it showed update failed... I don't have great wifi in the front yard but not sure if that was the issue or not just seems odd you update via USB then OTA it finds more updates. I can't seem to find version numbers in the USB files to see if this is really a new file or not.
I'm not sure if trying to update via Wi-Fi is causing issues, but the owner.ford.com page says this for step one of the update. (Bolding and enlarged type is a function of cut-n-paste. No emphasis on my part is intended):

I am on the new new 3.0 update but when I pulled back up to my house this morning and SYNC connected to WiFi it started downloading another update. I have not had time to look at it more than that. Anyone else seeing a new update?

It's where you used to be really fat but now you're skinny. j/k. It's a type of file system created by Microsoft. When you format your USB drive, you should select exFAT as the type (not FAT32 nor NTFS). Clear as mud?

Insert your USB drive into your computer's USB port
Open My Computer
Right-click on your USB drive and select "Properties"
Under File System, you should see "exFAT" displayed
Mac users:
Insert your USB drive into your computer's USB port

Right-click on your USB drive and select "Get Info"
Under Format, you should see "exFAT" displayed
If your USB drive is not formatted exFAT, you will need to either manually format it as exFAT or find another USB drive to use.
The sync 3.0 version I downloaded from the Ford site last week was JRT-14G381-AL
The version my truck tried to download this afternoon over wifi is JR3T-14G423-CA
You don't want the first one. It's for folks from Alabama. The Sync voice talks a lot slower.
To ensure I'm not accused of hijacking the thread with completely useless information...
When you format a USB drive as exFat be sure you use the default cluster size. I know the folks in the military like to see a big cluster but in this case Sync doesn't seem to like big cluster sizes. The unzip to a drive with a non-default cluster size will work just fine but Sync won't read the drive. At least mine didn't. I used a 16 GB USB drive and once I went with the default cluster size it worked just fine.
I ended up doing a master reset to get my install to complete, and it completes in the expected timeframe and tells me to remove my USB drive and it will be completed upon next restart. Next time the vehicle restarts it defaults back to version 2.3. Am I taking crazy pills?? It has done this twice in a row, so I have no idea what to do to make it install.

Mine is doing the same thing but doesn't seem to want to download it, maybe its a patch, Did yours ever dl?
I left mine for about an hour with the truck turned off. When i came back, the download bar was gone and the last update check went back to March 3. I cant find any indication that an update has taken place. As you can see from the pictures, ford still has my update history on a different version than the one it was trying to download. I guess the short answer is .... probably not, but it is no longer trying to

Disable ad blocker and popup blockers. Try a different browser. Just throwing out ideas. I had a similar problem in Chrome (very tight security enabled) and I think I switched to Internet Explorer (almost no security enabled).
