Confused. That is the EXACT same text in the autoinstall.lst file that is comes with the downloaded file for the official 3.0 release. This won't allow a 3.0 pre-release to update to the official 3.0.
I agree with you. It looks the same. However, I pasted the new text but the system does not seem to recognize that I have an update and does nothing.

i removed the file that does the version check from the order and updated the other numbers to correspond.
I went through the current download from Ford and your file. They are now exactly the same. I can't get my truck to recognize that I have a new version to install. Inserting the USB drive does absolutely nothing now.
I used an online file diff program and it said it was identical. Perhaps I cut and pasted the SAME info. Will check again. Didn't intend to argue, just contribute.
Edit: When I copied and pasted the original from the text file, it must not have copied to the clipboard and I just pasted the same thing twice. I just did it again and it does in fact show a difference. Again, no argument intended. My bad.
Wow....I just downloaded the Ford file today and it does not contain what you are showing on the right. It does not have any "item 8" and reflects the changes. I updated my truck just a few minutes ago and after 15 minutes it reported that the update was complete. Just checked and it is build 17276. WTF??
Allow me to chime in with my experience as well (on a 17 Expedition). I couldn't get WiFi updates to work so I finally used a USB stick. I downloaded the "latest" files from the Ford Site last night (4/14/17 about 10:20pm ET). Today I went out there, plugged in stick and it went through the long process, engine off then back on 5 min later and wala, Sync 3 went from version 2 to 3.0 Happy Me.
Then I decided, for grins, to see if WiFi updates worked... it scanned and instead of never finding anything it came back quickly to say there was an update and begin to download file: JR3T-14G423-CA.tar.gz
It's been doing that for some time ... I'll update if something changes.
Meanwhile, I opened my autoinstall.lst file in NotePad and found the following contents:

To follow up to my own last message. An hour later. Went out and started truck. For message “System updated” but the version didn’t change and it still tells me I’m downloading that same file with no progress...
Okay, mine worked. The problem I was having is that it takes several minutes for the system to show that it is updating. So, during one of my attempts, I waited several minutes and with nothing happening, I removed the USB drive. I then got a message that the download failed. I reinserted the USB drive and restarted the car. After what seemed like 5 minutes the system showed it was updating. After about 15 minutes it showed that it was complete. I remove the USB and restart the car.....still shows build 17276! Frustrated....I come back in the house and start reading these forums again. After about an hour. I went back to my truck and started it again.....now shows build 18025. Okay...finally!
A couple weeks ago, I was able to update my Sync 3 from the pre-release 3.0 to the latest release version of 3.0 (18025). I did this via USB thumbdrive. File I downloaded from Ford owner's site and used was JR3T-14G381-AL.zip
Today, when my truck hooked up to WiFi, it started to download a new update. The first filename it was downloading was JR3T-14G423-CA_103602.tar.gz -- a file that was/is INSIDE of the zip file above. (I shut the truck off @ this point, as I didn't feel like waiting 2 hours and letting the truck run).
The Ford owners's site states that I'm @ the latest version of 3.0.
The Sync screen in the truck indicates that I'm at Build 18025 (the latest build).
Any idea why the truck is trying to download that file (and potentially more, if I let it run) via WiFi?

I've had the same issue. My truck started to download a new file, so I thought that there was an update. I checked my version on the Ford website and I'm already updated. My opinion is that Ford does not know how to do software. I sick of my truck defaulting to an FM station I don't llsten to, Waze locking up continually if I get a phone call, telling me daily that it can connect to a wifi system, etc. Its time they fix this stuff or I'm not buying their crap again.
Ok just got off of chat with the SYNC people at ford, they said it is asking for a map update, even though they are not available over the air. Ford is forcing us to buy the new maps. other wise just turn off auto updates. And update over USB everytime from now on. So according to what she is saying unless we update or maps we can never get OTA updates again.

Did they say if the new maps for the +17's were available to purchase? I've been waiting for them to come out. I recently updated our '15 Focus and I was glad to see it actually has our home address in it now.
