I didn't have my harness completely removed but I had it disconnected up front and peeled back. It's been a while but it was worth the effort IIRC.

I'm working on the driver's side now. there are some 13mm bolts below and behind the turbo. Does this mean I get to remove the turbo too? otherwise, I don't see how I could retighten them, even if I get them loose.

Can't help you on that one, I had my turbo out too.

Now that the turbo is coming off it would be a good time to install some bellowed uppipes. Mission creep and PMS is a hard thing to overcome.
Seriously though, I would consider turning the crank over by hand before starting. If you run into a hard stop then it would indicate the bolt is inside. I’m surprised you went all the way to pulling the plenums already. I would have tried everything else first! Good luck with the project.
Oh yeah, I once lost a bolt on the truck and looked forever to end up finding it hiding on top of the leaf spring. Then other times the suckers will skip all the way to the back tires somehow. Tricky little boogers.

I hear ya. I'm surprised I'm doing it too! I will try to turn it over by hand before starting it, that's a good call. I wasn't sure what else to do besides remove the plenums...I'm kinda stuck you know. I searched for hours before I even turned a wrench.
I don't have the turbo off yet, I'm currently fighting the rear clamp.
If you have a quality air compressor, cover your plenums, turn the regulator up and “blow the engine off” maybe you will at least find the bolts. Air has a tendency to get into places hands and magnets can’t...good luck! A flexible piece of hose on something like this....
@ArmyLifer , you peaked my interest this morning as I remember that my "build sheet" provided by @JeepGuy93 in this thread shows a build date of January 10, 2000 when I originally thought it read October 1, 1999. Perhaps January 1, 2000 was the start of using mesh screens in the plenum covers, I don't know.
I bet Y2KW57 would know.
In addition, I bought one of these in 2016 and it works quite well for a myriad of tasks. It may not be suited for what Co350 mentioned above, but maybe it would help.
