Took another look after it dried up a bit today....
These are the only threads I can see. This is one of the three bolts, the bottom, that hold the lights. If I approach the light from underneath there is a bracket that obstructs my sight. I've got fat hands and can get in a feel around but I can make sense of it. I've got a 2016 and I'm not sure how much difference there is between this and the earlier models. I wasn't around these were installed so I am shooting blind. I'm thinking I'm going to have to remove the bracket to get a look. Where is the adjustment screw?

I'm not where I can get photos, but.
There is a nut situated in the base of the light bracket, just past where you can see. There is a bolt (5/16 if I am remembering correctly, but don't quote me on that.) The bolt inserts into the bracket on the bottom of the light itself, through a spring, and into a nut situated in the base bracket. As you tighten the bolt, it will draw the nut in, pulling the base of the light and the base of the bracket together, aiming the light down.
I tried to edit this to make sense...because I can't draw. Tighten the bolt to lower the aim.
I havent gotten around to installing my fogs yet on the 07 but from what i can tell with the original fogs is my adjustment screw/bolt is situated at the top vs the bottom. has anyone else installed these fogs on an 05-07 and seen this?

Mine were on the bottom. I know that the adjustment screw was corroded and has fine threads. It screws into a plastic keeper which is square. The new fog has a hole that is round. You can't push the square keeper into the round hole (duh). What I did was put the keeper on the front side of the fog's round hole, then screwed the adjustment screw in.
Thanks for the help. Work on them tonight and this is where I ended up. My adjustment is on the bottom. I have the adjusted all the way down. The pictures are I. The order of fogs only, low beams, high beams. The pictures don't do the brightness on the headlight justice. I may point the fogs up a bit once I get in some fog.
I tried to keep exposure the same for alll of the pictures. I really can't do justice to just how bright the headlights are. Instill may have to back the low beams down a bit for on coming but I think it's pretty close. Tried it out on my wife driving her Accord and she said it was just bearable. If these are the absolute best headlights going they have to be close to the top. Nice work Tom!
How far from the door were you? Should be 25 feet. Are those projector lights. They should focus the beam straight a head more not to blind on coming traffic.
I didn't measure it but it's about 25 feet. They are projectors. Had my wife test oncoming and rear view in her car. All good straight cut off as you would expect with projectors.
