Probably just going to locktite the cam bolt and torque it to spec.. am I going to run into trouble with the pin being that short? I've read that some people say that the fuel pump eccentric needs it, but I've also been told it's just for alignment.

If that pin sat proud of the timing gear your eccentric wouldn't sit flat against the gear. I think you will be fine, and yes, loctite that bolt.
Another question, is the outer circle on the eccentric supposed to spin freely? Mine currently doesnt.
I've remedied the problem by putting a washer on the back, i know on other ford's it's supposed to be able to spin freely..

No, it shouldn't spin freely. Once it is bolted down it shouldn't move. I am not certain of the purpose of making it two piece vs a single stamping, but that's what Ford did for some reason. Once it is bolted in place on the timing gear it should be solid.

Okay. I've seen on other ford's the outer circle spins freely. The whole thing doesn't spin just the outer circle if you spin it by hand..(if I put a washer on the back)

Unless the FE engines are different, my 335 Series engine, it didn't spin freely as I recall and there was no washer behind the eccentric. Seems the guy is adding a washer that isn't supposed to be there and he's basing it off other YT videos he's seen. Just because it's on YT doesn't make it right...
Thinking deeper about it, there is no direct oiling there, only splash oiling. I highly doubt the engineer(s) that designed it would have the eccentric, without any sort of bearing or direct oiling, spinning freely like that. Too much friction, with friction comes heat, excessive wear and eventually failure.

The person in the video is me just as an example for what I'm talking about. I didn't know if me switching to a double roller would throw anything off.
Starting to do the little stuff while waiting on the other head... oil filter adapter... dipstick... painting and making everything look decent. At the point in the build where I'm wondering how stuff is oriented.. haven't gotten to the brackets yet but I took plenty of picturest
I keep forgetting to take pictures but I've got the balancer and crank pulley installed now. Got my other head back today. Painted it and putting it on tomorrow, then it's onto my 900 pound intake.. i'll probably be using my cherry picker to make it easy. Excited to get it back into the truck... really hoping it runs...
