I know it displays an enormous amount of resourcefulness, but I think some people should not be allowed to have welders and torches.

Looks like a junkyard dog to me. Looks like some yard truck for pulling engines and moving heavy parts.

Plus that's one way to use a spare frame you've got laying around.

Not only that but it appears the end of the " apparatus " is bent so the weight on the back is not just for looks .

I got curious and did a search for "yardster", the name on the counter weight. I found the Talyor company that makes forklift trucks. In the early '50s they made a forklift called the "Yardster". The also had these pictures on their website of some of the other vehicles they built:

I recently saw this 1956 F100 Utility truck for sale on my local Craigslist.
It was an original Ma Bell phone truck and it was likely painted green. According to the ad, it has been in the owner's family since 1962 and had a frame-off restoration in the mid 80's. Six cylinder 3 speed on the column. Production or DSO 135516
