Sand the paint off from under the boot, clean, clamp, tightening by hand. Add another clamp about 3-4” back directly on pipe, run a tight wire twisted from that clamp to the clamp on the spider. That should get you by until you can get new boots and a pipe.
It looks like the pipe must be collapsed a little at the end. Do you have any way of spreading it a little? You have a local muffler show or garage that has a pipe spreader?

Paint is slick. Scuffing the pipe may help as well.
Overtightening isn’t helping. It looked fairly secure at one point but then continuing to tighten pushed the clamp off the boot.
It looks like there’s a wrinkle in the boot at the spider side where the gap in the clamp is located too.
As others have mentioned, that smooth paint is not doing you any favors. When the same pipe/boot blew off on a trip to the beach, I gouged and scratched up the end of the pipe with a screwdriver in order to give the boot a friction surface to grab on to.
You mentioned your dad doesn't have a welder in order to put a bead on the end of the pipe, does he know anyone who does?
Also mentioned above, flip the boot around and swap the clamps. Also, perhaps get the clamp and boot securely fasted to the tube while it is off the truck. Then, put the tube and boot (as one piece) back into the engine bay.
What about getting a longer boot from Amazon with another clamp as well for the tube side? Many of us that installed the T4 kit with the Borg Warner turbo didn't use the 3" boot that came with the kit and bought a 5" boot. The 5" boot fits much better and allows for much more clamping surface.
Make another video of you pulling that end of the pipe out of the boot, making a close inspection of the end of the pipe and then a close inspection of the inside of the boot please.
I remember you said the end of the pipe got squished and you tried to get back as close to round as you could. That boot and clamp are trying to hang on to an adverse gradient like how trying to pull on a cone from the smaller end is harder than pulling on the bigger end. This is why the clamp is sliding off the end of the pipe as you tighten it.
I hear what everyone is saying. Just to clear up some things. That electric ratchet I'm using can only put out a low torque number. It cannot get very tight. A few of you mentioned that it looked like the boot was tied at one point and then I over tightened it. I should have showed it in the video but at that point you were saying it looked tight, I can grab the pipe and wiggle up and down and pop it back out. Also, I tried putting the boot on the pipe in my hand and then putting the pipe on the truck but even in my hand putting the boot on and tightening the clamp with a hand ratchet it will just pop right off the top before it is tight enough to hold. I know the ratchet sounded like it was starting to put some good torque on there but it wasn't. That's just the way that ratchet sounds. It is not an impact or anything like that it is specifically for screwing bolts in and out. It can't break bolts loose and it can't give them a torque. I'm not trying to be mean to anybody in any way I am just trying to clear up any confusion that I should have explained to begin with.
There is a metal/ machine shop down the road I can try. I have swapped clamps but I have not flipped the boot over. I figured having the dimple and groove together would be critical but if y'all are saying otherwise I will give it a try.
When I get off work I have a delivery job I have to haul a lawn mower 15 or so miles one way and then I will take the pipe off and clean and sand thoroughly at the end of the pipe. I will stop by the machine shop and see if they can get it back round.
I was too late getting off of work to stop by the machine shop or my local exhaust shop but, I did get a video of the end of my pipe. I also showed off my mom's chicken coop a little bit which she has most of it held together with self tappers and zip ties. I quite like it myself. I had minor contributions to it and her and my brother and sister did most of the work on it and I think it came out pretty well. Just thought I'd show it off a little bit. Anywho, here's the video.

Order a longer silicone coupler (boot) from Amazon and clamp it well back on the pipe.
The upper boot I have came from dieselsite (came with a used 38r and supporting parts purchase). It does not have a bump inside so it does not have a fixed position on the pipe. I’m not advocating for their boot, just a cheap longer straight boot.
I understand you want the Riffraff set and it’s a great option, but in your case I don’t think it’s the best option. Unless I’m mistaken the Riffraff boot has the bump inside (just checked the site but don’t see the details so maybe I’m wrong) and it would require you to position it just like the original.
As i just installed, i can confirm, the riffraff boot, has the bump, and will mount, very similarly to the one you have. Though, it appears, thicker than you have.... im not sure it could prevent the slippage issue.

To be 100% and completely honest with you, the one and only reason I want the riff Raff boot set is because a few of you kind folks recommended it as the best option. If you guys told me a $5 set of eBay boots was the best option that's what I would get. You guys are my number one source of information and I mean that with the utmost respect. A lot of you guys have had these trucks a lot longer than I have and know a lot more about them than I do and have tried a lot more things than I have so when I want to buy something or upgrade/fix something, you guys have the best opinions. I trust y'all. All of you have become the best of friends to me. I mean that. I don't just get on here for info or to use you guys as a means to fix stuff, I also love to have a conversation and chat with you guys!
After you showing me that, I'm thinking I could just buy five of those and redo all of my boots with them. The spider boots have a smaller diameter but I can figure that out. One for each end of each pipe and then one to cut and fit for the turbo spider. The extra long length wouldn't hurt me in the slightest and I could even put an extra clamp on each one and all my boots would match. I might cut the length down a little bit but it does seem like a good option. Actually, the extra length might even look cool 😎
