I think i might need to buy a new ground. I don't think this will extend to the cylinder head.
Wondering if this could be causing any engine issues.

From the FSM under Workshop Manual>Section 303-01C>In-Vehicle Repair>Cylinder Head-Right>step 18 which is right after step 17 disconnect fuel supply line. I suspect you will be able to see the other end of the strap hanging from the engine if you have a bright light and a good angle or mirror. Any decent gauge ground cable will do, it does not need to be a bonding strap type like you have now.

Awesome, will check after work. I'm assuming they cut it when they swapped the motor and never re-attached it.
They also disconnected the under-hood light.

Stupid question: does a 1999 F350 have a parking brake light in the gauge cluster? I don't see one illuminating when starting the truck, and it's throwing a code for the parking brake circuit.

Just run a 10ga wire from firewall to any bolt on block. Like lifting eye? Just be sure you have good continuity to block.

Yes, there is a switch on the ebrake pedal assembly. It’s often bent and not working.

The switch on the parking brake is rusted through. However, when the cluster “tests” itself at startup, there’s no parking brake indicator light. So I’m not sure if the cluster bulb is burnt, or if it’s even equipped with a bulb.

Hmmm. I’m not sure that indicator gets a ‘bulb check’ at start-up???

Sooner or later you’ll want to pull the cluster out and replace the bulbs. I promise old bulbs are DIM. You can check/replace that bulb too.

I often install new cluster bulbs in customer’s trucks and don’t tell them. They almost always notice the first time they drive at night. (Gives them an excuse to call when truck isn’t broken, lol)

Ask the autoparts counter for (10) packs of bulbs like these. (10) is often about the same price as (2) from out front. Same with incandescent brake and turn bulbs.

Very odd, the bulb must be burnt out. Tried looking for a 1999 cluster diagram but it’s all generic stuff. The seatbelt light and chime come on, but nothing for parking brake. Parking brake is triggering a circuit code.

Okay, new developments.

Parking brake light doesn’t work after being cleaned, no cruise control, no horn, and 4x4 switches don’t work. Pressing horn makes a clicking sound under dash, nothing else. Thinking the water intrusion corroded or destroyed something.

Never been more tempted to sell this ****ing truck, I am beyond frustrated. There’s too many little electrical issues that shouldn’t be happening in the first place, all caused by rust and corrosion. Sheer negligence honestly. I take such good care of ALL my stuff, and it’s gonna be a mission getting this truck up to my standards. All four previous owners should be ashamed.

Gonna pull the whole dashboard out tomorrow. Need to see the extent of the rust.

There are (5) bolts that fasten the dash on the truck. You’ll unhook steering sector shaft, shift cable, a bunch of wires, etc.

take the fuse box and GEM out first. THIS is where water intrusion does damage.

Don't bother trying to fix each little symptom as it crops up. Do a proper strip and restoration. I went through more or less the same thing you are going through now when I first bought my truck. It was only when I decided to take everything apart and restore/replace anything that even looked remotely funny that it became a reliable daily driver.
