2019 General Chat
Just got home from Salem. We managed to get SB 978 watered down a little, but darned little. It is still an onerous, anti constitutional nightmare of a bill.
The Senate Judiciary Chair Floyd Prozanski, refused to give us another public hearing on all of the changes that had been made to SB 978. SB 978 -5 got crammed down our throats by the Demon-crats on the House Judiciary, being passed out of committee to the floor with a "due pass" recommendation. Ginny Burdick will use it for political election fodder.
Not a single Republican voted for it.

The bill has not been engrossed yet so click on the amendments tab, https://olis.leg.state.or.us/liz/201...endments/SB978 and then click on the -5, filed at 1700 hours yesterday afternoon.
The dash 5 amendment isn't quite as onerous as the dash 1 - but it is still a terrible bill. Your 14 - 17 year old grandson might possibly now at least be able to go hunting in the south pasture without you riding along in his hip pocket...supposedly.
On the other hand, if someone kicks in your door, overpowers you before you can get your gun...and they steal that gun, or the safe the gun is in, then you can be arrested and charged with 'Having an Unsecure Firearm.' Yep, that is right. The bad guy...well, they have to catch him first and then there is the sentencing matrix that he would most likely fall under.
Under the dash 5 you will be able to take your CHL firearm to the airport (I believe PDX is the only one big enough to qualify) but it has to stay in the parking lot, locked up in a firearms safe attached to your vehicle or kept on your person - as long as your person doesn't leave the parking lot. If your car is broken into and the gun is stolen, you can be charged with 'Failure to Secure - Having an Unsecure Firearm'.
Now, if you are like me and live next door to any publicly owned building or place, we'll share jail cells if they declare it a gun free zone.
Let's say you live next door to a school and keep firearms in your house, carry them out to your vehicle, or just drive by in front of the school and this school property (or City Hall, City/County Park, OSU, U of O, or any college covered by the Board of Higher Education) has been declared a gun free zone, you will be in violation of this law. The law covers the buildings and the "Grounds Adjacent to".
The monster is 45 pages long so I'm not even going to try to get into the fine details here. You'll just have to read it.
Here is where the fine folks of Oregon can jump in and help. This bill is headed to the Senate floor for a vote in a very few days. The schedule for the “3rd Reading” in the Senate has not been released yet.
I had a great meet and conversation with yesterday at the State House with Keely Hopkins, NRA reginal representative and Roger Beyer, the NRA contract lobbyist. Today I had another impromptu / informal meeting with Roger during and after the work session on SB 978.
We need three (3) Senate Democrats to vote against this bill (SB 978). Without 3 democrat votes, the bill will pass and go to the House of Representatives.

We believe Roblan can be swayed with enough persuasion.
The NRA had a town hall in Newport, the heart of Roblan country, the other night and it really got his attention. The turn out and comments seemed to shake him up a bit. There is a reasonable possibility that with enough emails encouraging a ‘NO’ vote that he can be swayed. He has been pretty wishy washy in the past….so send him an email and let him know a ‘NO’ vote is really encouraged.

Hi Tim. We broke down and custom ordered a Lance 1062. The ones we saw both on the lots and at the RV shows had a couple of things we didn't want. Mainly for cost and weight considerations.
The big fancy bumper and the special cross brace luggage rack on top are a couple of things going away. We also ditched the leather interior.
I can not openly say what I think about Salem without getting banned from FTE and most likely getting a visit from OSP!!!
Good morning Oregon and everyone everywhere else. 43.9, overcast and wet.
Get to go to Salem today, but it will be to go to the VA for physical therapy, Costco and the RV dealership. No State House today.

Here they made middle of the night changes and the coup coup d'état came with the after hours final "gut and stuff" amendment, just before the final "work session". They did not allow any public testimony on the final 3 amendments and anyone who tried to submit written testimony had it rejected. "Unfortunately, your submission was received after the deadline, and cannot be included in the meeting record. You are welcome to contact the members of the committee directly." They put a deadline on the publics ability to offer written testimony in rebuttal, but NOT on their ability to change the bill to something entirely different by way of amendments without public hearings.
We'll take delivery of it next Thursday. Couldn't pry the Warden out of it. Guess they'll make me bring her home Thursday as well.
