SB 723 Anti-Hunting / Anti-Competition BillNotification was sent out yesterday at 1016 hrs., (interesting that it didn't show up in my email until this morning)This is an anti-hunting bill. It would ban biggest buck, first buck, coyote, ferule swine and many other type of hunting club youth and adult competitions along with a lot other types of hunts, including varmint heard-flock damage hunts, or drawing where there is any type of inducement or prize offered. Some legal folks are contemplating that this could be used to shut down a large number of ODFW hunts and draws. That’s hard to say at this point, but it is a possibility as there is an “inducement” to applying for a big game tag and the "entertainment" value of having one. That would be the ability to bag and extra animal (in some hunts) or a trophy animal in the trophy hunts and lotteries. For certain, if you got a nice animal, it would be against the law to enter that animal in the Boone and Crocket, Pope and Young or any other record book competition.Competitions that gun and Sportsman’s clubs have for the “Big Buck”, First Buck for both youth and adult, along with other competitions, will no longer be allowed under SB 723 in its current form. __________________________________________________ __________________________________________________ _____________________

If anyone is wanting to attend or is planning on attending, let me know. I plan on being there. I will be parking in the yellow lot on State St between Winter and Summer Streets. It is $6.00 for the full day at a self-serve kiosk. It’s best to use debit or credit card. I’ve never paid attention as to whether or not it even takes cash. I can tell you it easy to park there, have never had a problem finding a parking spot and I don’t have to carry a pocket full of change and race for the meter every hour.
I would not be surprised if between now and then, they don't change the hearing to HR 50 in the basement near the cafeteria and OSP Office as HR 50 is their 'big crowd' room.
Apparently they are only going to allow testimony now on the dash two amendment banning the coyote hunts. Kind of sounds like they plan on amending, but it does seem strange as I haven't seen a non adopted proposed amendment put up for public testimony before. I'm also surprised it is going through Judiciary instead of Natural Resources.
They always schedule these things on days when people are working, but I suppose they are too impotent to work on a weekend when more people could get involved. If you want to provide written testimony, either for or against, you can do so by writing a letter and submitting it via email to sjud.exhibits@oregonlegislature.govIf you’ve never provided written testimony and want to see the others do it, here is the web page and you can see what other people are submitting. Currently it appears the HSUS has submitted multiple materials and or the others haven’t been posted yet. https://olis.leg.state.or.us/liz/2019R1/Committees/SJUD/2019-02-28-08-30/MeetingMaterialsThey seem to have a habit of posting few opposing views until the day before or the day of the hearing.
Here is the update as posted on the OLIS web site, it has not been sent out on the notification list as of yet, as I haven't gotten an email on it yet via the notification system.
SB 723 Prohibits person from organizing, sponsoring, promoting, conducting or participating in contest, competition, tournament or derby that has objective of taking wildlife for prizes or other inducement or for entertainment.
The Public Hearing is held for the sole purpose of considering the -2 amendments, which narrows the scope
of SB 723 to coyotes only. Witnesses should limit testimony to the -2 amendments and keep their comments
under two minutes. Any written testimony may be submitted to sjud.exhibits@oregonlegislature.gov.
I'm not sure what has happened to this state but the number of ridiculous bills floating around our legislature right now is appalling. I'm not sure I can camp out on the capital lawn in order to protest every one of the stupid bills that are being talked about. I'm really not liking this state and the direction it's headed.
If only my wife were more willing to move to Idaho, Montana, or Alaska...

Floundering in Salem....Here's some interesting developments and trips to the land of hypocrisy...It would be really laughable it wasn't so very serious.
- Legislators are attempting to pass "cap and trade" to curb global warming, reduce the use of fossil fuels in our vehicles and discourage us from driving so much. It would make less than 1/1000th of a percent of difference world wide or in Oregon. Estimated $0.16 per gallon increase in gas.
- House hearing Thursday and continued to Monday on changing Oregon Law so that courts cannot suspend license for failure to pay fines. According to testimony I have read and watched today, it is a major hardship that disproportionately affects the poor and minorities. They have to have their cars to drive to the stores, take kids to school and drive to work. Over 300,000 people, by one account, are currently suspended in Oregon due to unpaid fines and need the ability to drive their cars. Now wait, in #1 they are screaming we are driving too much. And then there is that mass transit thing in PDX that is going to save congestion and pollution.
- A bill being considered to raise the age for vaping or smoking to 21. Reason, people under the age of 21 are not mature enough nor are they mentally developed enough to properly be able to make the serious life decisions needed for drinking, smoking, vaping.
- A bill submitted to prevent people under the age of 21 the purchase firearms or ammunition. Not old enough nor mature enough to handle the responsibility of firearm ownership & use.
- Repeat #3 and #4 then read this.....SJR 22 introduced on Tuesday, February 19, 2019.....Proposes amendment to Oregon Constitution lowering voting age from 18 years old to 16 years old (We can add this to the following facts and laws on the books: People under 18 are too young to enlist in the military, too young to own firearms, too young to own property, too young to enter into legal contracts, and too young to get married.)
