I just went over my bill from enmax and it covers everything from water + sewage to heat and hydro with garbage and recycling thrown in for good measure. the bill is from October 15 to November 7, total is 186.88, the portion of that that is my actual usage of all services is 44.25, the rest is all service fees and some fees are based on consumption so the more gas I use the more I pay in distribution and servicing fees over and above what I pay for the gas. The same thing goes for water, sewage and electricity, garbage and recycling fees are fixed rate. My next bill will probably be in the $450 range even though I'm really conservative with my usage, heat gets turned down at night and dropped to 10 when I leave the house, lights are turned off when I leave the room and yard lights are on a sensor.

Hello Grant, is it getting any warmer where you are? My grand daughter is her way from Saskatoon to Ont as of yesterday.
Waste and recycling = Blue cart. 8.30 per month and Black cart. 4.90 per month, Green cart is free for the first year as its just been introduced. This takes care of my garbage pick up. Waste water and drainage has administration fees of $31 plus actual usage which was 2.79 this billing cycle. Our administration fees are over $150 per month. I don't mind paying the bill for what I use but when the administration fees are 6 times what my usage is, I get somewhat perturbed.
On my next bill I get to see how much the administration fees really are as some are attached to my actual usage but were at their lowest charge point as my usage was so low. There's a separate fresh water rate and that added $32 in fees for $3 of usage.
Are the blue and black carts for separating the recyclables? In Saskatoon everything goes into one container, it`s separated at the plant. I look at administration fees as just another form of tax.
It was milder and sunny here, a good start to 2018.

Our system here is green cart for anything thats compostible, blue is for recycling and black is garbage. Black gets picked up every 2 weeks now that we have the green cart, green and blue are picked up every week. Here recycling is a forced learning as most people just cannot figure it out no matter how many picture guides they get. When you grow up in an area where people lived through the 30's and the war years, learning how to recycle is second nature.
