For the weld part a little surface rust wouldn't have mattered one bit because the area to be welded would be ground and prepped right before welding anyway.
I am curious though why a guy wouldn't have done all the frame work first, then take it for blasting, and then paint? The only reason I can think of is because the 2012 frame is perfect so that section won't get blasted to save the factory ID stickers?

The front end and power train are not coming off the frame of the 12. So no way I would take all that out to get sandblasted and risk getting sand in everything.(dash, motor, trans)
Good idea! That media gets flipping everywhere when blasted!
The Jag I put together for a guy this last summer was soda blasted while still a complete car. That was just simply a mess! I'd never have anything soda blasted unless it was a single panel. The vacuum line was off the brake booster and the entire booster filled up with soda threw just the little vacuum line. Messy stuff!
