I think they make both. But I don't have a 450. I think when I looked into them for my 350 both types are available. One mounts to the outside of the frame rail (on top of spring pack) and the other on the inside (on top of the axle). I think it depends on if you have a gooseneck/fifth wheel hitch.
Not sure of your year but here's one that mounts on the inside and I selected towing a 5th wheel in the options.
I wonder if one is any better than other? I can see where the hitch bracket would be in way on frame. I'm makin set of blocks for under leaf pack, 2.5"

These flaps are heavy. Solid as a rock. I am very pleased with them.
Ferguson, why not a 20inch dually wheel, AF and Eagle wheels both have a 20inch wheel. I would love the Eagle series 058 20x9 with Cooper Discoverer AT3 275 65 20.
20X9 is way wider than I would want. The rears will be sticking out past the fenders, fronts likely would too. It already throws enough trash all over itself. I'd rather just keep the skinny tire dually look. Wide tires on a dually is to "bro" to me. And in all honest $ for $ there isn't much difference between the AF 19.5's and the Eagle 20's. AF 20's require adapters. AF also offers clearcoat which Eagle doesn't. Another point is that my truck is a driveway queen. The LT stuff dryrots much faster than the commercial tires I've seen.
My buddy has the AT3's on his 2011 dually and they are not doing very well. Approx 25k and they'll be junk by winter. First truck I've seen them on where I'd call them a failure. This truck runs empty most of the time with a 28' enclosed tag here and there, has a big 5th too but it might move once a year.

There is JUST enough room to sneak the washer and nut between the hitch side rail and frame. It's tight, but doable.
I have another question, guys using air helper bags, do they mount on top of leaf pack, or on top of axle ? Specifically for my 450
I put Firestone RydeRite bags on my 350 w,max tow. They go on the inside and have a bracket that fits to the frame and fasten to the top of the axle. There is also a ubolt that goes around the spring block. I have the factory fifth wheel prep and there were no problems.
Adding the Wide Track front fender flares might be another good option for minimizing the chips on the front of the dually fender. PLUS, they good great!

Ya its a 450 so it already has the big flares and large flaps. And Ya I agree they look gooood. With no race today and snow falling outside again, I found myself having a whiskey sitting in shop just admiring my big beauty
