Local code says if under 30'' from ground to the top of decking AND less than 120 sq ft no permit is needed. Varies from place to place though. They make us bolt them to the house no matter what these days, with an insane amount of nails and Ledger LOK bolts...Pretty insane stuff for a deck.
Am I ever glad that I live in an area that the only things that you need a permit for is electrical and plumbing. As for OSHA inspectors, I think the last one seen around here inspected the wrong 'safety.'

Looks like your fine as long as you follow the ledger bolt pattern...but, sice your not even connected, I'm guessing your already exempt based on what I just read there.
