back when i got my 88 and diesel fuel was over 60 cetane, i would regularly get over 20 mpg on the road and 17-18 around town.
now the cetane rate is 40 (if we are lucky) i average 12-14 on the road and 9-10 around town.

thats better than I expected considering the injectors are original as is the injector pump. I found out through work that the manual lift pump is still available through Ford for the 6.9 and 7.3 IDI trucks. It goes for at non employee price of $45 USD. The show a stock of 350 in Detroit and over 1,000 in the states. So a odd ball part still available when brake pads for vehicles with a GVW over 8500 lbs are not. Its kinda like ok the part that brakes occasionally we still make but common items that wear out we don't. I find it amusing that Ford does that.

that makes sense. Seeing that the V8 mustang and Bronco shared a lot of parts. Got one more nagging issue. My PRND21 is way out of wack. In reverse it shows park reverse is neutral and neutral is drive drive is 2nd and 2nd is 1st. And the parking pawl does not engage fully unless I slam the shifter into park. Its a rod linkage and I want it to be correct.
chocks the wheels. remove the shift rod from the shift arm on side of trans. put trans in park.
key off lock position so you can move shifter, put shifter in park. go back under and adjust rod to fit shift arm.
put it back together and test drive.
if the shifter is now good, remove right side lower dash and the PRNDL is adjusted by the little plastic turn wheel on the shift indicator cable.

Front and rear are 19 gal ea. Most likely the same as my 86 F250.

I can click along on an average of 20mpg. Some times 18 and go as
high as 22 on one tank.
This is running empty, = no load.
You have a 91 F250 7.3 IDI E4OD 4 x 4. What Diff? probably a 4:10?
You do have the Over Drive Trans. But the auto`s do for the most part
take a bit more fuel to operate compared to a manual trans.
For your year, and manual would be the ZF-5, which is OD.
if you had the 3:55 Diff. that also would help with mileage, and your
driving habits are a big factor also.
I fill my tanks to the brim of the Fill Tube every time. Write down the
OD reading on the recipt. Next fill do the same, subtract to get the
miles driven, divide the fuel it took to fill tank, and that is your MPG
for that tank.

Oddly enough I had a 91 f250 with a 351/e40d. It was just a custom base model, yet the front tank held 30 gallons. I know because I had to drain it when I swapped out the fuel pumps due to check valve failure (real common on the gassers) I had an old 35 gallon fertilizer barrel and it was darn near full.
That sucker was long.....no way it would have fit with a transfer case. Idk if it came out of a cab and chassis or what? Used the standard for sending unit iirc
Definitely a flint stone compared to my coworkers F250. Working at a Ford dealership can be beneficial but thats also how I found out I cant get the tach sensor any more. Obsolete as are the pads for trucks over 8500lbs mine is 8800lbs curb weight.
