In NY right-of-way depends if a state, county or Town road. If mailboxes were kept off the ROWay, the carrier wouldn't have long enough arms to reach the mailbox.

Five I had a guy complain that I sanded the road by his house , He didn't like his tires bringing sand into his garage . Six In NY if you build something on the right of way that causes injury or death [ mail box on a rail road tie ] , You could be held liable . Anyone that complains about the job plow drivers do , Should ride along with one , during a 12-20 hour storm . There where times when guys would not get home for 2 or 3 days .
Most of the guys I know are pros when it comes to plowing.Where we are in VA, the DOT wasn't equipped with enough plows so they sub-contracted with local haulers to plow the roads. They even had a fertilizer spreader truck with a plow on it. Sure would hate to try and plow in a city and around all the cars left out. Plus there is no place to put the snow.

A mail box like this is beautiful but is illegal in my township. If I had this and someone hit I would get sued! And I would not get reimbursed for the cost of replacing it.
Most of the rural mailboxes in WNY are mounted on long swing away arms. If the plowed snow hits them (likely with the deep snow falls there, you just swing it back into place. Otherwise plan on picking your mail up at the PO all winter.

Ill trade you guys down south and out east today. No snow here but the overnight low is -62C. Yeah there is no typing error there its minus 62. Most vehicles wont start even with a block heater after this. Great time to go back to the home town of Regina. Yes no typing error there either.
