I'm not too familiar with the Cleveland. Does it have an exhaust crossover similar to those on most Ford V8's? I think Randy pointed out that 4 and 7 share an intake runner. I believe that is the clue to the solution of your (first) problem of no fire in those two holes even though they had fuel, spark and compression. I think that there was a pinhole between the exhaust crossover and the 4-7 runner. That would allow just enough exhaust to enter the intake runner to prevent combustion in those two cylinders. The hole would not be visible on the top or bottom of the manifold. An intake swap would have fixed that, but that is water under the bridge. However, the failure to identify the first problem may have contributed to the burnt valves problem. If I'm right, I'm sorry my input came too late.
