I'll have to come back on this as I'm wondering about these vs. the "penny farthing" type with the larger wheel out front. (Which seems safer, other than the obvious fall over--at least your front wheel won't dig in to a small imperfection in the roadway)
I thought the picture was old enough the big wheel bikes were period correct, then saw the kids in the back on more modern bikes.
This may be a parade, there are horse pucks on the ground near the back as well.
ETA: one guy near the back looks like he's seated between two wheels. Like a monster wheel chair. The guy without a skull bucket.
