I would start CHEAP and change the CPS. Riffraff Diesel can get you the good one (BLACK in color) as to they are hard to find anymore. You could just get a local auto parts one just to test and see if it runs any better.
My truck would turn over and turn over but wouldnt get fuel and wouldnt start. New CPS and BOOM starts instant.
Oh and just so you know, try not to use starting fluid unless its a DIRE emergency and in that case only use a LITTLE. Ether is NOT good for your diesel engine.
What Brent says if your truck is where you can work on it the CPS is an easy part to change. You only need a 10mm wrench. Even if you have to take a cab to get one it is a lot cheaper than what the dealer will charge you.
Best of luck.
Underneath the powerstroke cover on the top at the front of the engine is the HPOP. You need to remove this cover and check the reservoir oil level. There is a allen head plug on the right side facing it. It should be 3/4 to 1" from the top. It is crucial to starting and running your engine.
When we blew diesel fuel, the cover broke off somewhere. Now there are only the 2 poles and a bit of plastic ring. Heh.

Good point. And the dealer may have our truck, but they don't know it yet, and they don't have the key.
Only a ford CPS, right?
Camshaft position sensor, fuel pressure and the glow plugs are in question.
CPS. I would install a new cps just to eliminate it as a possibility. Low cost.
Fuel pressure. I doubt the truck has a fuel pressure gauge. I would drain the fuel from the bowl then cycle the ignition switch to see if fuel quickly refills the bowl. If it is a slow fill, the in-tank screens likely are clogging.
Glow plugs. Will not start on its own but will with starting fluid, glow plug/wiring issues.
EDIT: I see others giving good guidance while i am writing.
Checking the oil level in the HPOP is smart.
BTW I replaced my cps from Autozone about a year before Ford admitted/acknowledge cps failures and announced the recall.
David N., missed your post. Yeah, I really think it's a fuel delivery problem.
Now I'm worried, because farm guy who sprayed some ether into our intake sprayed a lot in there. I tried to get him to stop, but I'm a girl.
I didn't mention, a farm guy helped us, and we're in his driveway. The tow co. wanted to charge us $800 to get us and the rv some place. Farm guy said, no way.
If you are on the road just have the dealer take care of it. You are just going to be guessing and throwing parts at it. Stop using the starter fluid unless you want to buy a new engine.
I was a computer tech in my last life, and have some faith in troubleshooting. Some.
Pics of the engine compartment the morning after diesel blew out, back in Canada. I see where the HPOP reservoir is, and the fuel filter. The glow plug is on top. That's about all I know.
OT I got stuck in Rexburg last summer. We were on our way to Cabin Creek, MT and my wife saw a sign for Bear Country. That day was finished. Ended up at a camp ground in St. Anthony getting eaten alive by mosquitos.
