Yea it's switched on but it just won't find the device when it's plugged in this truck lights light up but it won't find it on my blue tooth list
There was no oil squirting out when cranked either
On my adapter with the switch, one side is for MS-CAN and the other side is for HS-CAN. I think the OBS trucks only use HS-CAN. Have you tried connecting with the switch in the other position?
^^^^ That sounds like a problem between the device and the computer, not between the device and the PCM. The device says "USB" on it. Did you try it with USB?
Yea it doesn't squirt oil at all. So does this mean my hpop is bad or does that mean my icm isn't working is there always oil then the icm controls the electrical?
You need to TEST, before throwing expensive parts at it. Find out why your device won't talk to whatever tablet/phone/etc you're trying to connect to it. From what you describe, it's NOT a problem of the ELM327 talking to the truck, it's a problem of the phone (or whatever) talking to the ELM327. Fix that, then look for codes, do a buzz test, etc.

it connects to everything else including my dad'
97 psd so i just don't think it can establish a connection to the truck not between the device and elm327

This USUALLY means it's a bluetooth issue. But not always. Have you checked the fuses in the interior fuse box? IIRC, it's the lighter fuse that powers the port.
Another thing, may sound weird - are all/both doors closed? I remember trying to connect with Forscan on a Windows laptop with a USB dongle, and it kept disconnecting. Soon as I closed both doors, no problem. I think the dome light / door courtesy lights were messing with the voltage level to the power terminal on the port; that's all I could think of anyway. This was on our '95. Come to think of it, using the same setup on a guy's '97, it connected fine with the doors open.
I'll go try it and yea all fuses are good ill check them again to be sure, but should I at least try another icm I can use the one from my dad's 97 if there the same bit with the no oil at injectors is that an oil feed problem?
Well I put new batterys in it and the icm or idm whatever's on the drivers side inner fender from my dad's truck swapped all the relays and even some fuses checked all others and they are fine it cranked faster but still no fuel I tried scanning it with the doors closed no difference tried using an iPhone instead of my galaxy didn't work tried it in his 97 psd and it connected fine. So I know it's not the cps idm ips batterys relays or fuses so what's next check fuel pressure then text hpop pressure? I'm considering just dumping it and letting someone else deal with it this is a pain in the a$$
