2006 F250 running Matts tow tune. Driving at a steady 60mph boost will fluctuate between 3psi and 10psi. Just replaced turbo with a new not rebuilt one. But the problem was there before I replaced it. Old turbo vanes were stuck and I figured that was what was causing the problem but it is still doing it with new turbo. I've have checked all the boots and replaced the MAP hose. I checked the numbers on the MAP,EBP,and BARO all seem to be ok. If anyone needs numbers I'm using torque pro for my readings.
Does the truck do this only at 60 and/or some other steady given speed?

Yes only OEM parts on my truck. It does it unloaded at any speed. I set the cruise to hold a steady speed. It will do it at any speed. Haven't tried it loaded yet. I've checked the EBP,MAP,and BARO at idle and KOEO and everything is within range. Kinda lost at what could be wrong. At high idle it will build 3psi of boost. It will build boost fast but it will go from 7psi and jump to 22psi with only minimum throttle.

That was my thoughts. MAP checks out at idle and KOEO. But I was thinking that maybe under boost it might be slow to read or something.
Does the truck need to be a operating temp? Can I do it with Matt's tune or do I need to go back to stock? Just unhook batteries for 30min with lights on and start and let idle right.
How does it fluctuate? I may have had something similar before I got a new HPOP and EBP. At light load - 60mph uphill - the boost would slowly go between 8-12psi, taking 4-5 secs for the cycle. Didn't feel a thing but it was interesting watching it. Since the new parts, and relearn cycle, it hasn't reappeared in 30k miles.
