Well to test the red wire for 12v, you'd need to use the mutlimeter in the DC voltage setting and find the red wire going to the PCM (with the key on) and check for 12v by having the positive probe on the red wire (anywhere you can get access to the wire itself like at the plug to the PCM, not the PCM itself when it's unplugged) and have the black wire on a good ground (either the negative post on the battery or any clean metal spot on the fender/frame.)
You can access this wire by unplugging the connection to the PCM (by unbolting the 10mm bolt to the large plug on the firewall near the fender on the driver's side) and using the probe on the open end of the harness.
On these diagrams, pin number 71 is the wire that supplies power to the PCM. You want to check this and make sure there is power here with the key on.
Make sure you have the right wire here as well. I believe this pinout is for the PCM, and not thePLUG, so make sure you see which port wire 71 goes into on the plug side of the connection, then test that side for power. (You should be able to see if that's a red wire on the plug as well.)
Another thing to think of is that your PCM diode may have failed. I believe that will cause the same condition you are having as well. This diode is in the underhood fusebox and should be in the very top left. I believe you can get this from Ford for like 5 bucks.
To test this, there should be unlimited resistance in one direction, and only like 5 to 10 ohms in the other direction (based on how you are placing the probes on the multimeter, just switch them around to test both directions)

I'll have to go check. I believe it's actually the same circuit and the wire splits after the fuse box to supply power to two different portions of the PCM. I'll go ohm those connections out to see if they are connected (unless it's still raining here.)
It wouldn't be a bad idea to check both for power in case the wire is damaged somewhere after the split.
Edit: It's still raining so yeah I won't go check now. I'm pretty sure it's part of the same circuit though, the red power wire probably splits somewhere along the line and goes to two different pins on the PCM.
Edit 2: Yeah I looked it up, wire #361 (red wire) comes from the PCM relay. I'm not sure all locations it goes, but it has two locations on the PCM it goes to (pin 71 and 97). It would be a good idea to check both pins for power on the PCM PLUG to make sure each section of that wire is in tact.
