Try putting one side of the socket and one side one a GOOD ground. Try both sides of the socket of the fuse.

^^^^ This, and set the meter to check for DC voltage. And since this is evidently NOT how you were checking the socket for fuse #22, do the same for that socket.

No worries, we all have our strengths and weaknesses. We're all here to help.

Is it possible that there is an issue with the PCM itself from the bump? I guess you could switch PCM's to find out. Someone else who knows more than I will probably have a better idea.

Well I don't remember if you said there was a chip or not installed or if you know.

If there IS a chip (or if you don't know) I'd look into pulling out the PCM just to make sure.

On the bottom of the firewall near the driver side fender, there is a large plug that goes through the firewall. There is a 10mm (I believe 10 or 11mm) bolt that holds this plug in place. This is the connection to the PCM.

First check to make sure that is nice and tight and no wires looked chafed. If that seems good, then I'd pull out the plug as well as the cover holding the pcm in place (the cover should be held in by two 10mm bolts I believe, one on the top and bottom).

With the plug out and the cover off, the PCM can be pulled out threw the firewall, but it will be pretty tight. You'll have to push down on the wheel well pretty hard to get it to come out, but it's doable.

If there was a chip inserted in the PCM, a bump can very well had slightly pushed it out of socket which will cause a no start for sure!

If you are just wanting to see if there is a chip you can do it easier if you drop down the parking brake bracket. It is 3 nuts and allows you access to the back of the PCM.

If there is not a chip, then there should be a plug in the place of the bronze chip that I have.

Yes. Make sure your key is in your pocket, or better yet, disconnect the batteries.

If you do not have a chip in your truck, there will be a black rubber typ plug where the bronze colored thing is in the pic. If you have a TS style chip, there will be a black plastic insert with a wire cable hooked to it in the place of the bronze colored chip in the pic. TS Performance 6 Position Chip 94.5-03 Powerstroke 7.3L (1180401) NEW. | eBay This is what a TS style chip looks like. The narrow part of the L shape will be sticking out of the PCM.
