By the way I still use my Heathkit Ignition Analyzer IO-20 that I built in 1965 on my 1994 Ford F53 and my 1995 F150. I also still use my Heathkit IM-4100 digital frequency counter.
Just the other day I hooked my Heathkit Ignition Analyzer IO-20 to my 1994 F53 and here is what it displayed:

The Internal fuel pump is not getting power. Therefore the external fuel pump is overloaded as it is drawing all fuel by itself, which may explain why it has to run for a long time until there's enough fuel in the rail. But if it's actually on a timer, then that doesn't make any sense. Or does it?
Like Franklin2, Gary & Ctubutis state, fix all known/new problems as you move along.
I don't think the issues (1 sec -vs- 3 min run time)(wet weather) are related to the low pressure pump.
If you don't think you are getting power to the internal pump, be sure, and of course fix it. Keep at it !!

Yes, Vincent. I'll do my best. Found the pink wire. It runs to a connector along with another pink wire. But the connector has a different color coming out of the other end. To trace it I have gobs of black tape to remove so as to make sure I have the correct wire as there appear to be quite a few the same color. Thanks for all of your help, as always! I'm working on an 85' as well, and the wire colors don't always match the drawings, the stripes seem to be missing. I read somewhere that this year was a wiring transition year.
You can do some continuity checking from the front to the back as well.

Chris - I built almost exactly the same Heathkit 'scope, many years ago, and loaned it out to a friend. It never came home. So, I'd love to have that one in my "museum".
See Post #37, Gary posted the fuel portion of the Electrical & Vacuum Troubleshooting Manual, a diagnostic manual provided by Ford intended for dealership mechanics.
Subford is pretty dang good and has lots of experience & documentation (I know of him from the 87-96 forum where *everything* is computer-controlled), don't discount his advice.

My uncle (mom's brother) actually built that one when he was getting into tube TV in the 1970s and gave it to me in the late 70s when he diverged into electronic circuit design in his professional life and led me down that electronics path as a kid... never really used it much, and that was a LONG time ago (been thinking about a LOT of stuff lately, and it's funny how even here on the truck forum I'm led back to my childhood).
I think I might have the leads & instruction manual someplace in my basement but don't hold out too much hope....
