Seeing as they are rats and likely much larger the mice, you could make a trap with a barrel half filled with water and a roller spanning the top with a ramp leading to the roller, smear peanut butter on the center of the roller so when they walk out to it they land in the water and eventually drown..
I have been thinking about that one but adding some liquid dish soap to the water.
Where are these rats at and where are they coming from? If they are coming from outside the foundation, poison should not be a problem, especially the Tomcat.
As to John sounding like a motor boat...it may be time to give up boating.
A weak one cylinder "jet" pump isn't going to do much in the waters around here! Especially in the 54° water off the beach. I'm afraid the pucker factor would probably negate any favorable results....

Neighbors have pets that could get a hold of the dead/dying rats!
I have replaced all the foundation vent screens filled hole in the concrete. So I'm guessing nothing underneath have not heard or seen signs since repairs where done.
Good morning Oregon and everyone everywhere else. 61.5° on its way to 80. Waiting to hear from Lowe's. They are going to send an estimator out and give me an estimate/bid on the roof job.
