Great to see you working on the education as well, you can overcome a lot of issues as brain plasticity is a wonderful thing and it can be nurtured and supported via various means. If you haven't read it already, the book " the brain that changes itself " is excellent.
Now to the lights, my preference would be to grab some standard design replacement headlights, either sealed beam or H4, which retain the anti-glare low beam properties and aim them as best you can to provide a safe low beam projection. Upgrade the wiring and with the new wiring and new reflectors your low beams will be as good as you can get.
For the high beams, I never try to get great performance out of standard high beam designs as the reflectors are not up to it, but again with the upgraded wiring you will have a better than original performance. For real light projection you need to run high quality aftermarket driving lights triggered off the high beams and wired with ample cabling direct from the battery. My preferred lights are the Halogen FYRLYT units, easy on the eyes with a "natural" light spectrum giving great definition of wildlife, fantastic length and breadth of beam and rugged construction.

But the Cibie's definitely are and are reportedly better lights as well. The downside is that the cost more.
Well, I actually found a phone number for Hella USA, based here in GA as it turns out. I called and found out that the Hellas actually are legal, provided you get the PN I gave (there are two other kits that aren't).
