C'mon man, a 150$ truck is just asking for problems...fix this problems sell it for 3,000 and you'll be fine. Or fix those problems and enjoy an already paid off vehicle for years to come
So you're already running 3>4in from the downpipe without a muffler. And the best you can get is 10psi at high rpms, and the wastegate is fluttering the boost. Are you sure you didn't rip the wastegate diaphram because that would cause the flutter, as for boost, When my truck was in stockish configuration I could hit 6psi at 1300rpms and hit my limited 13psi before 2000. All this unloaded. My setup was nothing more than an ATS 093 with 4in straight exhaust. My exhaust exits before the rear tire. Now to be fair, you're not gunna get the sound my psd makes as far as turbo wistle, and it won't sound like a typical dodge cummins where all you hear is whistle. You're running 10psi, my psd is running almost 30, and a cummins runs even more. But the turbo should give you the noise you're looking for up to about 2400 rpms where it then begins to sound like a gasser, as does my psd.
So, check for exhaust leaks, wrapping the exhaust only takes a few minutes and yeilds nice results, check your timing too, might be a tad advanced, turn up your fuel..I'd say all the way up because you're probably the kinda guy that wants smoke too. If none of that gets you to where you wanna be, then either live with it, dump 4K into the engine/turbo setup like the other guys and I have done, or sell it and get something the fits you better.
If I had to buy everything over again without getting all the deals I did then it would be about 4K. However the does include a new upgraded tranny. Still trying to copy my signature from another forum (TDS) but not having any luck. So I'll just copy paste:

One of these days I'll rewrite the build on this forum. I thought 20 was about max for boost in these things, but I guess I'm way wrong. The guys over at TDS are very set on believing the bottom end is a weak link, hence why I stopped at 20psi. Realistically I've probably paid maybe 2500 in cash for it all. All the machining I did my self.

Those numbers you got out of your turbo are awesome! i would love those numbers. i know my turbo will never sound like a 6.0L no matter how much i want it to, but it would be nice if my turbo diesel could sound like a turbo diesel rather than a big block gasser.
I dont understand the gasser reference... both NA and turbo idi's dont sound anything like a gasser imo. My hx35 doesnt whislte either.. enough to know its there, but you cant hear it in the exhaust without putting your ear on the stack.

pretty simple really LOL. at pretty much anything over idle my truck sounds like a big block gasser with an exhaust. anything over idle hardly have diesel rattle, just a real smooth sound.

Ok i figured out your problem.. you clearly dont have an IDI or heard one straight piped...
FWIW i get compliments ALL the time about how awesome my truck sounds straight piped before and after turbo. Granted pre-turbo it was a little loud.
A 7.3 stroker sounds like *** piped, but IDI's have a mean rumble to em that just cant be beat.
