i wont be much help on the factory parts end of things, but i am going to look through my resources for a racing starter that has adjustability for your application. i know they are available for other engines.
There is a 9tooth bendix for the Ford permanent magnet starter, but it's not for trucks. To go thru all this BS you must have the wrong ring gear or flywheel, sorry. That starter jury rig can work for a while if the flywheel is just too big. But, as you know, if the pitch is wrong, it will never mesh. Years ago Motorcraft dealers in eastern US had a huge batch of flywheels for Escorts that had the wrong pitch. Instead of recalling the flywheels they issued a TSB that had an updated bendix. The updated bendix had 9 teeth, Escorts always had 10 teeth. Hmmm.
"Damit Jim, I'm a doctor, not a magician!" Just kidding, I'm not a doctor and the suggestion is kind of a long shot. But if you can find an electrical rebuilder in your area, talk to them. Tell them what you're going thru. The 9 tooth bendix occurs in a '91-'96 Escort or Tracer with a 1.8L eng. Somebody should be able to look up the starter via these reference numbers:

It's worth a shot cause it sounds like your almost out of options.
Kudos on the retro fit for the starter, use a big flat washer, not a star.
Jim, when I get home Monday, I will pull out my spare PMGR starter and flex plate and get pictures and measurements for you. It was probably a NAPA rebuilt as everything else on the truck was.

I have a brand new Delco rebuilt starter.
Arrived yesterday. Thank you Amazon+FedEx.
I gutted my failed Chinese starter and tried to figure it out.
Called over my buddy and we both looked at it from every angle we could.
Depth of mesh seems okay. (just misses the root of the teeth)
Took the new starter, slotted the lower hole, and tried it.
This places it over too far to engage the ring gear.

The 9 tooth FOFZ-11350-A drive is listed in Archion's pdf.
Shown as 1.156" OD with the same 1.853" length and .469" ID as the rest.
So, it would engage .078" deeper than the 1" OD 10 tooth gear.
You can hear the starter clang (technical term) and then it labors to turn.
I moved it back to where it should be. Bolt centered in lower boss, and it turns the truck over but is noisy doing it.
I've been looking for more information regarding the bad ring gears mentioned by Workaholic.
Jim, try something. Disconnect the large 12V feed to the starter then use a push button remote to energize the solenoid on the starter. With this energised, move the starter to where it is tight against the ring gear, than back a small amount. Reconnect everything and try it and see if it is better. Matt alluded to a ring gear issue when he made the statement about Chinese Dorman flywheels.
