The way the Toyota E-Brake system works, is that there is a large lever (called a bell-crank) that sticks out of the backing plate on each drum, and a short cable hooks onto the lever and pulls it. The E-Brake cables do not go into the backing plate like typical American stuff.
The bracket that holds the bell-crank is made out of aluminum. Unfortunately the bell crank bracket on the drivers side disintegrated from corrosion, so It needs to be replaced.

Sounds similar to my 97 escort. But no aluminum bracket, all steel. Maybe its time to swap to a newer rear end. Surprised you can't find anything in California, or its not a removable part
