You can remove the cab with the steering column still place but the wheel has to be off. Even though you can take the cab off with the column still installed it's a major PIA. I've done it a few times on parts trucks using a fork lift truck outside so I had a lot of overhead clearance. I also helps to have some one on the ground to maneuver the pedals through the inspection plate. It's a PIA to remove the cab with the steering column removed and still have the pedals installed, I will guarantee the cab floor will get hung up on the pedals. The easiest way to go is remover the steering column and the pedal assembly, I mean the whole pedal assembly not just the pedal pads.

I would assume that if doing a "cab off" that they would also remove the pedal assemblies.
