did anybody check to see if the glow plugs are lighting? if its smoking while cranking then the injectors are definatly firing. its possible to still have a high pressure system leak but a code would be stored if that was the case. a scan tool would be able to tell you right away if a pressure issue is to blame. then you can go about isolating the heads. you dont even have to make a gauge to check pressure at the heads, a simple plug for each oil line from the pump will do fine, just isolating each head will tell you if there is a leak in the head or not. the only reason to check the pressure is if you suspect a damged pump or ipr.
most independent repair shops wont charge more than 40 or 50 bucks for a simple diag, pull codes and give it a look over, unless its really involved it shouldnt cost much to diag, if it is going to be involved then you can always go from there.
and roger 922, the ulsd will not cause your fuel system to fall apart,

I know what it will do ,,, scanner cant tell one head from another in a low ICP problem ,,, I was thinking ,, low on power ,, no cel (reported to us )..Injector O ring or two ,,,Maybe poppet valve ...
Only takes time to figure these out ..
Since he didn't have a scanner & he already had the covers off ...
right, so if he can get the scanner and there is a high duty cycle he can block the heads off and see if it starts, its most likely going to be an ipr or o-ring issue
the gallon low could be anything from lack of maintance to plugged airfilter...and are the covers still off or did he put them back on? i do think cranking over and looking for oil is a good start
