They cut them for free.

Then I just program them myself.

As long as you have two working, programmed PATS keys, it's easy.

You'd have to ask whomever the head office is for OSH. All I know is, they cut them for free. So does Home Depot. At least my local Home Depot does.

But I'd guess it's a customer service/good will thing.

Why does that surprise you?
