Until yesterday, I had not seen a RED SQUARE, so no one's rating was below 0 "rep" points in the whole system!From time to time, the admins can change the settings, so sometimes you would see this extremely rare occurrence on someone's profile, and most of the times you would never see this red shooting star!!!

In line with the list of "Hover Text" messages that come up when the mouse pointer is over the rep blocks of a user, I wondered what the list was. So I scanned the memberlist ordered by rep points to see what all of the messages are so far. And yes there is exactly one that is red. I expect it turn back to green before long (hopefully).
Ordered from least to best, here are the messages I found:
(user) has a little shameless behaviour in the past
(user) has a neutral reputation at this point
(user) is on a distinguished road
(user) is off the scale
(user) will become famous soon enough
(user) has a spectacular aura about
(user) is a jewel in the rough
There are probably more undiscovered mousehover messages...
Now it gets kind of curious though. The "blocks" don't seem to always match up with the hover text. Frankly I had to guess which was better, 'distinguished road' or 'off the scale' too, because they are mixed alternately through the entire list of single green block awarded users, so the green blocks mean something, but the honorific means something a little different. It might have something to do with averaging, who knows? (that is allowed to tell...).
The top three on the rep list are (in order):
1) ivanribic (6.7 K posts)
2) proeliator (6.6 K posts)
3) Mil1on (30 K posts)
- all three are "Jewels in the Rough"
- ivanribic and proeliator have four blocks, Mil1on has three
In the whole of FTE, there are only 26 members with more than one rep block.
Two have four blocks, six have three blocks, and eighteen have double blocks.
Of these 26 people, three are admins, two are sponsors, and one is a moderator.
Mil1on was an admin, so count his either way...
The hover text "will become famous soon enough" is associated with not only single rep block users, but extends on to the first ten of the double rep block users.
Huh... Curiouser and curiouser...
I wonder if the blocks themselves are the number of feedbacks, and the honorific is the average?

Here is the cracked code, as I deciphered it:
"Rep" points # of squares
0 to 99 ............1 green
100 to 199 .......2 green
200 to 299....... 3 green
300 to 399....... 4 green
400 to 499....... 5 green (no one yet)
-99 to -1......... 1 RED (rare case)
And, in the future, there would be more green squares, as the members' points would start growing above 399.
Currently, in the whole system, no one has a score of more than 350. How do we know that? Look at the progression provided by beeboy:
User is infamous around these parts (below -50)
User can only hope to improve (-50)
User has a little shameless behaviour in the past (-10)
User is an unknown quantity at this point (0)
User is on a distinguished road (10)
User will become famous soon enough (50)
User has a spectacular aura about (150)
User is a jewel in the rough (250)
User is just really nice (350)
and in the future:
User is a glorious beacon of light (450)
User is a name known to all (550)
User is a splendid one to behold (650)
User has much to be proud of (1000)
User has a brilliant future (1500)
User has a reputation beyond repute (2000)
No one has yet displayed the hover text "User is just really nice (350)". Which tells us that as soon as a "4 green squares" holder displays this hover text, he/she has reached/crossed the 350 rep points threshold.
Wolf, this explains your dilemma of "The "blocks" don't seem to always match up with the hover text." The deciphered code explains that there is an overlap, which explains that two people may have the same hover text, yet different # of squares. Now, let's go back to your rep list:
The top three on the rep list are (in order):

(?) Except for one puzzling thing I noticed last night -
Go to the members list (use Ctrl+N to pop open a new window first) and order the list by reputation in reverse and check the squares in order.
You will find that the text messages are not in order. "Distinguished Road" may be followed by "Off the Scale", and then Distinguished Road" is on the next one along... As if they hopscotch in some way.
This is the reason I figured number of feedbacks ordered the list, but average accounted for the text message. If this is true, a few slams here and there might alter the balance.

Why should they be the standard messages from the Vbulletin writers?How about:
(user) can change oil filters without getting dirty.
(user) has an enchanted timing light.
(user) was born with a titanium combo wrench.
(user) has a calibrated hammer.
(user) is an automotive nostradamus.
Etc...
Theoretically those options can be customized.
