I see my IPR % is maxed out but that doesn’t explain the rest. I have a spare FICM that I’ll have my hands on late this afternoon. Can’t find any more wiring shorts. It does take a second for sync 1 and 2 to go to yes. Haven’t noticed that before, but haven’t been looking.
Power company is working on lines in my area and said expect outages on and off today, so I may disappear on and off.

No Fuel Pulse Width indicates to me a FICM issue.
Are the IAT and cooling fan circuit codes gone? Did you repair the IAT short (was it IAT1 or IAT2)? Have you tried clearing the codes and seeing what comes back?
That said, you clearly are low on ICP (or the PCM thinks you are). I know that you tried w/ the ICP disconnected before, but try it one more time. I just can't believe you are actually at 51 psig on ICP since you have already done the dummy plugs, standpipes, and STC fitting. I know you tried it and posted the values in post #4, but turning the key off to get a screen capture somewhat obscures the whole picture. I guess it wouldn't hurt to make sure you have low pressure oil flow to the oil filter also.
Your codes sure seem to indicate an electrical issue also. You might just leave the EGR, ICP, and EBP sensors unplugged if you still have multiple sensor codes. They aren't required for starting.
Got my hands full with daughters/son-in laws/grandkids. Would rather spend time with them than work on my truck. BUT did repair IAT wiring problem. Still shows up on DTC’s. Here is my last. AND if you feel like it is the FICM i’ll Replace it tomorrow.
I guess I am going to have to change my mind on the FICM. I went back and saw that your earlier post when cranking w/ the ICP unplugged gave a FPW value.
I guess I am going to say that the high pressure oil readings are your top priority, That said, it still looks like you have an electrical glitch also and I really don;t know where to point you on that since you have looked in the area of the codes and you haven't found the vreference PID yet.
Are you able to do an air test on the HPO system where you are? Have you verified oil flow to the oil filter canister?
Don’t have hardly any tools here. I think i’ll have it towed to my little shop Tuesday and just enjoy my family for a few days. Mark it means a lot that you and Mike helped me. I’ll piddle with it over the next day or two and if I don’t get it, just tow it home. In the mean time if anything jumps out at you give me a shout.

Changed FICM this morning with a known good one. Nothing. Cranked with ICP,EGR and Fan unplugged. Nothing. Relooked at fuel bowl filling and got diesel everywhere. Checked for bubbles none. First cranking I had FPW at 1.82. Next two crankings had no FPW. Images are with everything plugged in and last cranking.
Gotcha - looks like an air test is next, seems like the low pressure reading is real. Did you verify the LPOP filling the oil filter housing and that the drain plug works (closes) when pushed down? I figure it is fine, but you never know.

Might could use forscan to command ipr open/closed few times,try to start then cycle ipr few more times to see if starts or at least ipr number changes.
It is a "stumper" since the STC and dummy plugs have been changed. Usually a stuck open IPR will show a few hundred psi. It may be a rare HPOP failure also.
