Unfortunately it sounds like you talked to someone who has no clue how to activate Remote Access.
Every dealership has access to get to the activation site. There is no "software" for them to download or have loaded on their system. If they have internet and a service dept Ford dealer login, they all have the same access to the activation site to turn on your RMU and generate a PIN.
I emailed Fairway Ford and asked for assistance. They said the other guys must be "amateur" and said to call them, they'd take care of it with no problem.

If you're in an area that has no or very poor AT&T service, then Remote Access won't work, regardless of what service your cell phone has.
In the interest of fairness I'll post this. I've made mention of Banner Ford not getting back to me in regards to finding the needed modules. Bobby did indeed not return a voicemail or an email contact through the dealerships website.
He did, however respond to a question that I sent via one of their ebay auctions. For some reason I didn't get the email notice that there was a message waiting on ebay. He pointed me to one of their auctions for the RMU/VSS combo. $340 for the pair. ebay auction 222719344190 if anyone is still searching for these parts at a reasonable price. I've seen the RMU alone go for more than that. And these are getting more scarce by the day. The listing shows that it's for a Ford Edge but Bobby assured me that it'll work on a 2017 F250.
Now, onto the next phase. I'd be interested in a bidirectional fob for those times that I just don't feel like taking the phone inside with me.
I know that I don't have to spring for brand new Ford units, as my last install of these parts I bought used Subaru fobs from a member here.

If you don't have the bi-directional antenna, you'll need that also:

The antenna plugs into the same VSS module that the RMU goes to, and mounts on the windshield. Just don't mount it up in the black area or it will cut the range by half.
Program the FOB to the truck by opening the driver's door, foot on the brake, and cycle the key 6 times quickly, on the 6th time ending in the RUN position. The horn will honk 3 times and after that hit the remote start button on the FOB once. The horn will honk 1 time confirming the remote is now learned. Remove the key and close the door, hit the remote start button twice and it should start right up.

At any rate I ordered a kit EL3Z-19G364-B from Fairway. Not bidirectional, but I can probably pick up some used fobs later on after installation.

The antenna in that kit is still the same one, so if you ad bi-directional FOBs later it will work just fine.
Programming those fobs to the truck is the same steps.

My hope is that I plug in the modules, Fairway activates for me from long distance, I get in with FORScan and make a change to BCM 726-22-02 and I'm in business with cell phone starting. I can program fobs after this is done.
As I noted, everything working well. I went ahead ordered the LED light from another dealer on ebay.
First one arrived in a couple days and did not work. They took a return and I ordered another which I received last night.
I have a couple of questions for the forum.
Does anyone have any suggestions (and pictures) for mounting locations for the LED?
Can we use our own LED wired into the connector? The Ford light is red and if possible, I'd like to use blue. Can we use multiples in series?
I'm not exactly sure what the output voltage of the unit is for the LED and you can't just connect wires to it as there is a mini connector Ford has used.
I'm thinking I can cut the leads on the Ford LED and splice in the one I want to use.
Does anyone know what the output voltage is for the LED?(I know I can check it, but I've already mounted it under my dash and it's 20 degrees out)

I called Bobby at Banner this morning and left a message. Banner is in LA & I'm in IL.
He got back to me right away, I gave him my SIM #, he activated and tested remotely while I watched out my shop window -ALL IS GOOD!
I can't say enough great things about this transaction and the way it went with Bobby Russo and Banner. Round tripfrom purchase from Banner , to shipped , installed and activated--November 27th to November 30th @10:30am CST.
From where I stand, I can DEFINITELY recommend them if you're looking for something like this.
Based on other forum posts, it sounds like you'll have to hurry as the RMU units are getting scarce and Ford's site shows them as no longer available.

Still waiting on parts from Tasca Ford that were ordered on 11/29. Not impressed with them and I've made them aware of that.
So beware to anyone still looking for these parts that are becoming harder to find. Add to that the fact that Tasca can't or won't activate them, which their ebay listing failed to state.

my dealer gave me 2 fob keys and my truck as ignition w auto start. They gave a plain key also just to open doors. Can I program that to also start truck
? Wanted it as a hide a key just in case. Thx
I know I read somewhere that there is a plug in/delete that will allow you to deactivate the exterior (perimeter or shock....don't know which one) alarm after the remote access is installed that seems to be sensitive to passing motorcycles, thunder and other loud noises.

There should have been a tiny jumper in your kit. It plugs into one of the remaining empty sockets on the VSS. Looks like this:

The flip keys that came with your truck have a start button on them? Mine only have lock/unlock/panic.
