My 90 is doing the same thing. Let us know if you find the solution
I will and try to get a pic. There two different ones early bulk date before 9/89 and late after 9/89. They are kinda pricey. I found an early one on ebay for around 150 an a late one for 200 or 250
If you trace back from the wiper switch, the module plugs into the wiring harness. It can be bypassed by just plugging the harness directly into the wiper switch. I believe that would still give you high and low, but no delay. I may however be wrong about that.
Typically these fail when one of the solder connections inside cracks. I fixed the one on my '88 by opening it up and resoldering the bad connection. Where they are located, the module gets a shock when the e-brake is released and the pedal snaps back. I would try fixing it before you replace it.
Make sure the ground wire coming off of your new switch is attached to some bit of metal under the dash. If it's not attached, you won't have any delay wipers even if everything else is fine.

The plan right now is just to bypass once I get it out I check it for bad connections
