Hi David. I'm far from a pro, but here's what I think.
As deep as that is, you're going to need to sand a much larger area of the hood to "feather" it in. There are a lot of products available to stabilize the rusty area so it will hold paint...Por-15, Rust Mort, Metal Ready, etc. A high build/sanding primer would fill in the pits (along with more sanding ). It really depends on what you want the finished product to be, but if you're not going to be happy if the repair doesn't blend in IMO you're going to have to paint the entire hood.
Not an expert either. But I don't think there is enough rust there to be necessary to use any of the rust conversion products. Just looks like a little surface rust to me, which priming and painting will stop.
If you want this to look perfect, you'll want to have it professionaly sprayed. I don't think they will do the whole hood, but maybe. It might depend on the overall condition of the paint.
If you want a 20 feet job, you can sand that a little more, feather the edges a little larger, use some glaze to fill, the imperfections. You can buy matching touch-up in small rattlecans. Hopefully you don't have a clear coat on the truck.
I'm not looking for perfection - just better than it was.
Since the balance of the hood is very rough, I may take it to a body shop to get an estimate to spray the hood, but I'm guessing it will be cost prohibative.
