I hope this info is helpful. Tim believes the problem is the FICM due to the low voltage reading while cranking.
I'm biting in late, but let me be the one to officially condemn the FICM on your truck with a 110% certainty here, based on the information highlighted in bold red.

Benny you are correct. I read the page quickly and it mentions tuning with PHP at the same time. Oops....LOL

I finally reinstalled the FICM and I cleaned the EGR valve and it runs perfect!!!! The codes are all clear and the water in fuel light is extinguished. This forum very much mirrors the 94.5-97 forum that I am usually posting and helping others on.
I cannot rep everybody again, but let me say THANK YOU for ALL of your help with this truck. I feel a lot more confident in owning a 6.0 after going through this issue.
