I just replied to your PM, but the short answer is that checking for low voltage is just ONE way to check for a bad FICM, but certainly there are more involved tests that any shop worth their salt should be able to do for you pretty readily.
If of course they are clueless, the fact that the hair drier works to get things going is pretty compelling.
Since you are taking it in to a shop under warranty protection, I'd suggest going to Ford.
Where ever you take it and as long as there is just one deductible to pay, I'd suggest making sure that they do a power balance test on the injectors as part of what they are doing for you. It'd be pretty sweet to get a whole new set of (or even a few) injectors, a new alternator, AND a new FICM under warranty. If you need an injector, don't accept anything other than Motorcraft OEM.

Yep, they sure did good by me! Anyone in the Colorado area in the market for a new truck should check out Berkenkotter Motors in Denver. They've got about 50 6.0L f250 and f350 trucks, and the manager is willing to fix most problems you find before you drive away.
I'm looking at a second one from them for my lodge which has a plugged oil cooler and BPD EGR delete... He offered to change the oil cooler before I bought it! Still waiting on the money to come in for that one, but the offer is good...
Got a call from my service rep at the dealer today... they got the truck all tested and here's what they're saying it needs:
New batteries (duh)
New alternator (duh)
Injectors 4 and 6
PCM
They said the FICM appeared to be fine, and they figured the problems would go away with the other things fixed. Their guess for the hair dryer trick is that since injectors 4 and 6 are pretty much underneath the FICM, it heated them up too which allowed it to start.
Now we're having trouble getting hold of the warranty company to fix this stuff! Apparently they're in Massachusetts and may have been disrupted by this storm...
So I took the truck in Wednesday for this "quick" overnight job and still don't have it back. Dealer never sent in the paperwork for my warranty, so when they called the warranty company there was no record of my truck! Took till late yesterday to get the dealer to send it in and now the company is closed on the weekend. It'll be at least Monday before the warranty company gives permission for the work to be done, so it'll probably be at least Tuesday before I get the truck back.
I spoke with the general manager at the dealer where I bought it this morning, and he said it's "normal" for it to take two weeks+ for this sort of paperwork to happen. I've bought four vehicles from dealers and I've never had it take more than 24 hours! I take back the good things I said about Berkenkotter Motors in Denver!!!
Not to rain on your parade, but most warranty companies have a no claim period after purchase of about a month so unscrupulous dealers wont sell a broken truck, to simply have the warranty company foot the bill.
Update: Today, 17 days after dropping the truck off, the warranty adjuster finally came out and did his thing... dealer is expecting to hear back from the warranty company on Monday re: what they'll cover and what they won't. Should cover everything, I'd expect.
But, I'm going to pick up the truck tomorrow morning cause we're supposed to get around 12" of snow here in the next 48 hours, and I don't have any other operable 4x4 vehicles on my lodge property except for a Subaru, so I need something... Hopefully we'll get this mess straightened out before too long and I'll be golden!
Ok, finally got the work done... Man, what a difference! This thing rolls along now. So much more power! Also starts and idles better, and gas mileage went up by about 3 mpg... Overall, very happy and very happy that it only cost me $250 instead of the $1830 on the bill!
