Just bought a 2004 F-250 and as soon as the turbo starts to spool I loose ALL power! It act like a Gas engine when the exhaust is plugged. No smoke, no codes. Flat highway only 55mph, hills only 25 and this is un loaded. I was told the turbo was bad any other suggestion???

could be multiple things not just the turbo. there are some guys on here that will tell you what to do and what to check to see what it could possibly be. hopefully they will chime in soon!
check it for codes. check the map hose for damage and blockage. remove and check the egr valve and see if its all carboned up and hung open.
loosen the 2 15mm nuts on the down tube to the cat and drive it. if that helps a bunch you have a pluged cat.
also look at ficm voltage, icp and icp voltage. look at icp and ipr at hot idle (185*) with the ac off.
check fuel pressure
check fuel filters
check oil level
If you hold the throttle wide open from a stop, does it come alive above about 2300 rpm? If so, your turbo vanes are probably sticking open. You can verify this by unplugging the VGT actuator and seeing if it performs the same.
It was just a code reader. The light on the dash isn't on

it sounds like the turbo starting to wind up (spool). at a dead stop in drive wide open throttle it won't get over 2600 rpm. I pulled the egr and it looked new but it made a rattle noise like something was loose inside. the intake looked ok I scraped the inside and there was a little carbon but not what I was expecting. I pulled the map and when I looked inside the hose it was clean. Looked like the quy before me spent alot of money trying to fix it. I'm not getting hardly any black smoke not enough fuel? I did replace both filters today and no help.

Inspect your intercooler piping boots, you could have a cut in one. Also, check around the up-pipes for soot around the firewall indicating an exhaust leak. Either of those can make a whistling sound, which could be what you think is the turbo trying to spool, and cause lack of power. Also, might be good to pull the intake piping off (with it not running) and check the turbo inlet to make sure it looks good and spins freely.
