The early 99 comes with a "Wicked Wheel" on the stock turbo, so just get one of those. And yes, it can be done on the truck, at least on the late 99 & up trucks. Truthfully, I don't know of anyone has tried swapping wheels on an early model. It may be worth getting a turbo installation kit (bolts & O-rings), or maybe a complete rebuild kit, and just pull it to refresh the soft parts that I'm sure are getting aged, hardened, and likely close to being an oil leak. My $0.02...
On the early 99 you will need to pull the turbo because it sits lower/closer to the head than the later years and you won't be able to get the compressor housing off. They don't make a ported housing for the early 99 compressor side so you will need to go with the wheel.
