Headlights require minor cutting to the header panel, nothing huge. Grill requires cutting the grill to fit with a stock bumper, or you can buy a bumper already modded for the 1999-2004 for a little more.
Somewhere here you can find how to modify the grille to fit. It has to be cut at the bottom. If you don't want to cut the header panel, here's an aftermarket set ready to go with the correct header panel. These are the Harley headlights, but you can get the regular clears for about the same price. This is the route I'm going.
You can either find a nice used newer grill and cut the bottom of it, or go with the precut ones on ebay....that is if you dont want to change the front bumper out too. The headlights will require an adapter to plug into along with some decent modding of the backing plate. I did mine and couldnt be happier. In fact I totally confused this ford mechanic that was doing my EGR delete, as he saw my front end but the motor was a tad different haha.
