A perfect game must be at least 27 pitches.
A perfect 8 innings would be only 24 pitches, but you must still pitch the 9th.
The only way to pitch less than 27 is to lose. That one batter has to reach base and score, but only have been pitched one. I guess he could be hit by the pitch too, and then score on errors or balks.
